Essa \u00e9 a principal conclus\u00e3o de uma auditoria social realizada pelo Tribunal de Contas do Estado do Paran\u00e1, em parceria com seis universidades estaduais.<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.mpc.pr.gov.br\/wp-content\/uploads\/2015\/01\/Relat\u00f3rio-Auditoria-Social-Lei-de-Acesso-\u00e0-Informa\u00e7\u00e3o.pdf\">Acesse o relat\u00f3rio<\/a><\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.mpc.pr.gov.br\/wp-content\/uploads\/2015\/01\/Auditotia-Social-LAI-Metodologia.pdf\">Acesse a metodologia de an\u00e1lise<\/a><\/p>\n<p style=\"text-align: justify;\">O relat\u00f3rio do Projeto LAI Social foi apresentado em 18 de dezembro, na \u00faltima sess\u00e3o de 2014 do Pleno do TCE-PR. &#8220;Com essa iniciativa pedag\u00f3gica, o Tribunal de Contas contribui para o controle e a melhoria da gest\u00e3o p\u00fablica, estimulando a participa\u00e7\u00e3o ativa do cidad\u00e3o&#8221;, afirma o presidente, conselheiro Artag\u00e3o de Mattos Le\u00e3o.\u00a0 Ele destaca que o objetivo da iniciativa n\u00e3o \u00e9 punir os gestores p\u00fablicos, mas orientar e capacitar para a ado\u00e7\u00e3o das melhorias necess\u00e1rias.<\/p>\n<p style=\"text-align: justify;\">Sob a supervis\u00e3o de t\u00e9cnicos do TCE e com orienta\u00e7\u00e3o de observat\u00f3rios sociais, alunos e professores das institui\u00e7\u00f5es de ensino avaliaram os portais de transpar\u00eancia de 69 mun\u00edcipios com popula\u00e7\u00e3o acima de 10 mil habitantes, de todas as regi\u00f5es do Paran\u00e1. A amostra, que representa 17% dos 399 munic\u00edpios do Estado, re\u00fane cidades de portes grande, m\u00e9dio e pequeno, nas microrregi\u00f5es onde est\u00e3o localizadas as universidades.<\/p>\n<p style=\"text-align: justify;\"><strong><em>Ranking<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">A auditoria conclui que apenas 10% dos munic\u00edpios da amostra regulamentaram o atendimento \u00e0 LAI. E somente tr\u00eas deles (Ponta Grossa, Assis Chateaubriand e Bandeirantes) atendem mais de 50% das exig\u00eancias da lei. O <em>ranking <\/em>(reproduzido na tabela abaixo) foi elaborado com base na avalia\u00e7\u00e3o individualizada dos portais de transpar\u00eancia das 69 prefeituras selecionadas para a pesquisa.<\/p>\n<p style=\"text-align: justify;\">Foram considerados tr\u00eas crit\u00e9rios: transpar\u00eancia ativa (divulga\u00e7\u00e3o das informa\u00e7\u00f5es m\u00ednimas obrigat\u00f3rias por lei), transpar\u00eancia passiva (a estrutura e os procedimentos internos adotados para atender \u00e0s solicita\u00e7\u00f5es de acesso \u00e0 informa\u00e7\u00e3o) e requisitos do site (se o portal \u00e9 capaz de fornecer a informa\u00e7\u00e3o de forma eficaz, eficiente e transparente).<\/p>\n<p style=\"text-align: justify;\">Os tr\u00eas crit\u00e9rios de an\u00e1lise foram desmembrados em 35 quest\u00f5es. A conclus\u00e3o \u00e9 que a maior defici\u00eancia est\u00e1 na transpar\u00eancia passiva, atendida por apenas 20% dos munic\u00edpios pesquisados. A transpar\u00eancia ativa foi atendida por 32% das prefeituras. O indicador que melhor atendeu \u00e0 LAI foi o de requisitos do site, com 40% do total.<\/p>\n<p style=\"text-align: justify;\"><strong>Capacita\u00e7\u00e3o<\/strong><\/p>\n<p style=\"text-align: justify;\">Al\u00e9m do <em>ranking<\/em>, a auditoria produziu uma avalia\u00e7\u00e3o individualizada da situa\u00e7\u00e3o dos 69 munic\u00edpios, com irregularidades encontradas e recomenda\u00e7\u00f5es para solucion\u00e1-las, elaboradas com base no que determina a Lei 12.527\/11. No relat\u00f3rio final, a equipe aponta &#8220;a import\u00e2ncia da ado\u00e7\u00e3o de medidas corretivas e a necessidade de avan\u00e7os na transpar\u00eancia das a\u00e7\u00f5es municipais&#8221;.<\/p>\n<p style=\"text-align: justify;\">A auditoria recomenda a\u00e7\u00f5es para que isso ocorra. A primeira delas \u00e9 a edi\u00e7\u00e3o de um ato normativo, pelo TCE-PR, com as diretrizes e medidas que devem ser observadas por seus jurisdicionados para atender \u00e0 LAI. Resolu\u00e7\u00f5es semelhantes j\u00e1 foram emitidas pelos Tribunais de Contas de Mato Grosso e de Goi\u00e1s.<\/p>\n<p style=\"text-align: justify;\">\u00a0Na avalia\u00e7\u00e3o da auditoria, a Escola de Gest\u00e3o P\u00fablica do TCE paranaense tamb\u00e9m dever\u00e1 promover eventos de capacita\u00e7\u00e3o de servidores e gestores municipais e estaduais no atendimento \u00e0 Lei de Acesso \u00e0 Informa\u00e7\u00e3o. A equipe recomendou a divulga\u00e7\u00e3o dos resultados da auditoria em eventos regionais e o envio de c\u00f3pias do documento ao Tribunal de Contas da Uni\u00e3o (TCU), \u00e0 Controladoria-Geral da Uni\u00e3o (CGU), \u00e0 Associa\u00e7\u00e3o dos Membros dos Tribunais de Contas do Brasil (Atricon), aos observat\u00f3rios sociais e \u00e0s universidades participantes do levantamento.<\/p>\n<p style=\"text-align: justify;\"><strong>Auditoria social<\/strong><\/p>\n<p style=\"text-align: justify;\">A auditoria social foi realizada ao longo de 2014. A equipe do TCE-PR foi integrada pelos servidores Arnaldo Laporte J\u00fanior, Cintia Rosa Ferreira e Ricardo Alpendre, com a colabora\u00e7\u00e3o de profissionais de diversas unidades da Casa.<\/p>\n<p style=\"text-align: justify;\">Participaram do trabalho de coleta e avalia\u00e7\u00e3o de dados professores e alunos das universidades estaduais de Londrina (UEL), Maring\u00e1 (UEM), Ponta Grossa (UEPG), do Oeste (Unioeste), do Centro-Oeste (Unicentro) e do Norte do Paran\u00e1 (UENP). Para viabilizar a parceria, o Tribunal firmou termos de coopera\u00e7\u00e3o t\u00e9cnico-institucional com as seis universidades.<\/p>\n<p style=\"text-align: justify;\">Desenvolvido em pa\u00edses da Am\u00e9rica Central, o conceito de auditoria social busca a forma\u00e7\u00e3o de redes de fiscaliza\u00e7\u00e3o da administra\u00e7\u00e3o p\u00fablica reunindo os \u00f3rg\u00e3os oficiais de controle e a sociedade, estimulando o controle social. O objetivo final \u00e9 melhorar a qualidade dos servi\u00e7os p\u00fablicos oferecidos ao cidad\u00e3o. No \u00e2mbito acad\u00eamico, a auditoria \u00e9 classificada como atividade de extens\u00e3o universit\u00e1ria, resultando em projetos de pesquisa, artigos, debates e trabalhos de conclus\u00e3o de curso.<\/p>\n<p style=\"text-align: justify;\">O projeto LAI Social \u00e9 a segunda auditoria coordenada pelo TCE-PR e com a atua\u00e7\u00e3o das universidades paranaenses. A primeira &#8211; realizada no bi\u00eanio 2011-2012, na gest\u00e3o do conselheiro Fernando Guimar\u00e3es &#8211; envolveu 130 munic\u00edpios e verificou quest\u00f5es como transporte de estudantes, distribui\u00e7\u00e3o de medicamentos, destina\u00e7\u00e3o do lixo e constru\u00e7\u00e3o de indicadores de gest\u00e3o municipal.<\/p>\n<p style=\"text-align: justify;\"><strong>RANKING
